Ordinance on the Reorganisation of Sewage Sludge Utilisation


WHAT EXACTLY DOES THE REGULATION GOVERN? WHAT LIMITS AND DEADLINES APPLY?

The Sewage Sludge Ordinance specifies how sewage sludge, sewage sludge mixtures and compost may be recycled. Specifications apply to agricultural and forestry use, measures in landscaping and use in home gardens, kitchen gardens or allotments.

 

This ordinance applies in particular to the operators of wastewater treatment plants who are responsible for sewage sludge production.

According to §3 (1) Circular Economy Act, these operators of sewage sludge are obliged to, to recycle the sewage sludge produced in the waste water treatment plant to the highest possible quality as far as this is technically possible and economically reasonable. The aim is to recover phosphorus and to return the phosphorus or phosphorus-containing sewage sludge incineration ash to the economic cycle.

Article 4 §3a obliges the sewage sludge producer to,

to submit a report by 31.12.2023 at the latest on the measures planned and initiated 

to ensure phosphorus recovery within the meaning of the Closed Substance Cycle Waste Management Act from 2029 onwards.

  • A LACK OF PHOSPHOR in the agricultural system leads to MALNUTRITION and STARVATION!
  • PHOSPHOR SUPPLY is unequally distributed. About 75% is produced in countries like China, Russia, Morocco, USA and Tunisia. No occurrence in the EU! The EU is 100% dependent on PHOSPHORIC IMPORTS!
